Delegates Cowles and Espinosa move to amend the bill on page five, section three-d, following line twenty-two, by inserting a new subsection to read as follows:

“(e) After June 30, 2017, in each fiscal year, the first $2 million of the revenues collected from the imposition of the tax by this section on telecommunications service and ancillary services shall, in lieu of being deposited into the general revenue fund of the state, be transferred to a special account hereby created in the state treasury.  Upon the annual cumulation of the entirety of the $2 million dollars, $1 million of those collections shall become available for expenditure by Blue Ridge Community and Technical College in accordance with appropriation of the Legislature and $1 million of those collections shall become available for expenditure by Shepherd University in accordance with appropriation of the Legislature.
